Just as New York State gives consumers a break by eliminating tax on clothes (costing $110 or less), they take more money from consumers by raising the tax on cigarettes. What's a consumer to do? Many will probably run for the border - Pennsylvania's, that is, where the tax on cigarettes is considerably lower.
