Tioga County Local Development Corporation Makes Fifth Loan

The Tioga County Local Development Corporation (TCLDC) approved and closed the fifth loan from its Small Business Revolving Loan Fund. The loan will go to "All Star Sports/Time Out" to be located in Owego, owned and operated by Robert and Jo-Louise Morley. The business will move from the present location on North Avenue to a new construction site at the corners of McMaster and Delphine Streets in Owego.

All Star Sports has been in business since 1990 and presently supplies the local businesses, organizations, and schools with custom trophies, awards, school jackets, T-shirts, uniforms, custom screen printing, embroidery, and equipment. The expansion will include a sports snack food business called "Time Out." The snack food area will provide a place for organizations to hold a team party and have soda, pizza, popcorn, etc. The snack food business will also be a place to go after a game to have a snack and watch sports on a big screen TV. Time Out will be decorated with sports memorabilia dn the food selection will consist of snack foods including popcorn, pizza, wings, hot dogs, french fries, and spiedies.

Construction of the new facility is planned to start in the beginning of November. There will be one new full time job created.

In 1996, the TCLDC obtained a grant from the USDA for a Small Business Revolving Loan fund. The revolving loan fund provides low-cost loans to eligible Tioga County businesses for up to 50% of project costs. New small business start-ups or expansion of existing businesses are eligible. Loans may be made to qualified industrial, service, or retail operations, and may be used for land or equipment purchases, new construction, renovation, or working capital. Applicants must demonstrate a 5-10% minimum equity in the project and the project should create at least one full-time job for every $20,000 loaned. The maximum loan amount is $20,000.
