by G. L. Penney At a recent work session the county legislature took part in a study concerned with "Broadband technology" for Tioga County. They received a preliminary report from a consultant and a plea from a member of the Connect Tioga group to begin planning for such a facility. The consultant suggested that the county EDP and IT departments begin planning for such a facility. He asked the legislators to give him written questions and foreseen problems and "how we can help to solve these problems." He identified one problem, as have I, that "Folks don't understand why they need this." And he offered to "help you educate the public." Another problem that I have is that, although the presenter declined to give a cost estimate, my estimate for the cost of a fiber-optic cable across the county is millions of dollars. Although such cables already serve the school systems and the sheriff they do not support the total population. If the commercial suppliers do not wish to compete in such an enterprise, are we justified in taxing the public to provide a service which most of us don't understand we need?
