     A short time ago Mrs. Penney and I witnessed a ribbon cutting ceremony for the classroom space in the county office building for BCC. As we walked around the building at this level I could not help but think that the county is doing a thing similar to that which was done at 231 Main Street.

 No longer dose the interior of the building look like a school. Where we had once looked down at the Owego Scamps in the gym far below there is now a solid wall. Where the motor vehicles department had been is no longer readily accessible. On the second and third floors former classrooms and a hallway have been partitioned for storage space.

   In my three years as a County Legislator I could do little to prevent this. Much of it was done with the approval of the Public Works committee only, some of it even without my knowledge.

    No longer a legislator, I shall continue to make my voice heard in such county matters.
