County
Watch
by G. L. Penney When U. S. territories first became states, among their first items of business was to divide into counties so that the people could elect their own sheriff and judges. Apparently the people soon decided that the county should also supervise the construction of highways instead of allowing common access to private lands. Somewhat later, when contagious diseases threatened, county health departments were established. And still later, the county farm was established to help the indigent. These are still the primary function of county government. More recently the state and federal governments have established other municipal groups over which the county has little if any control. Among these, the Department of Environmental Conservation even has its own police force. And although these groups are required by law to hold public hearings before any major action is taken, as a county legislator I feel that they really do not listen. What shall we do about this? Can we convince our state and federal officials to change this situation for the better?
