by G. L. Penney For nearly three years I have been telling the county legislators that the system of legislative committees is inappropriate for a body of only nine members. Whereas such a system is necessary for a House of Representatives consisting of hundreds or for the U.S. Senate, it is an unnecessary hindrance for a small number. More recently some of the county department heads have complained to the county chairman that this system has required them to present the same information twice, once to a committee and again to a legislative work session. In an earlier day, the chairman of a board of supervisors passed all necessary information between the various departments and the town supervisors. Doing away with standing committees would certainly improve our efficiency. We might even begin to transact all county business at the regular public meetings as is now the regular practice of the various town boards.
