Last month a county legislator took me to task for what I had written. He told me that I had "lost it." Please le me clarify my position.
 First, I could have been interpreted as having said that the county helped to pay for a road sweeper. The fact is that the county's help was only in enabling the town to receive funds from the DEC by participating in two legal agreements.

 Second, I interpreted the following statement quite literally: "AGREED that the town agrees to maintain so much of the roadway known as Pennsylvania Avenue (a County road) in the town of Owego that is located in the Broome-Tioga MS4 area." I have since been told by the Superintendent of Public Works that the county is in fact maintaining all of Pennsylvania Avenue.

 My chief concern as a county legislator is with the earlier of the agreements. This requires the county to participate in a Broome-Tioga Stormwater Coalition. This takes the time of a county employee that might be better spent in planning the county's own stormwater systems. It also sets up another quasi-governmental body, one which in essence attaches Tioga to Brome with the general public having no direct voice.
