It pays to read the small print. 

 For some time now I have credited the county for the good condition of Pennsylvania Avenue in Apalachin. Recently I discovered that the town took over that duty as part of an agreement by which the county helped pay for some new equipment. The whole deal had been part of a DEC requirement for permission to modify the storm water system along the county road. An additional requirement exacted by the DEC was that the county and town join in a "Broome-Tioga Coalition" overseeing the whole operation.

 On May 8, the county is to hold a public hearing concerning a required annual progress report on this local storm water system. Because I believe the county has now done its part, I shall recommend to the legislature that the county withdraw from the Broome-Tioga Coalition as provided in our agreement at the time of our joining.
