 Many of our community organizations ought to be commended for their effectiveness during the recent flooding. Our fire departments especially were of great assistance to the flood victims. The American Red Cross was early on the scene. And the Tioga County Office of Emergency Management gave the Owego merchants early warning.

 Currently the Owego Town Board is evaluating their departments' performances in this emergency and planning ways to cope even better in the future. Our Tioga County OEM also has been participating with them. I can only hope that the legislature will participate in similar planning so that our public will have a say.
