Façade Paint Program

 The purpose of the Tioga County Local Development Corporation (TCLDC) 2006 Façade Paint Program is to assist with the improvement of commercial facades located within the downtown areas of Tioga County, New York.

 The program allows for a 60% reimbursement for the cost of paint to assist with façade paint improvements to commercial buildings located in the downtown village areas of Tioga County.  All visible facades (front, rear and side) qualify for reimbursement. The 60% reimbursement will be for the cost of the paint only. There will be no allowances given for the cost of labor or any additional paint supplies needed to complete the project. The applicant must be the owner of the building.  TCLDC reimbursement is based upon the availability of funds at the time of final approval of your application. The TCLDC will not provide funding for commercial façade paint projects that are located outside the Villages of Candor, Newark Valley, Nichols, Owego, Spencer, and Waverly or the downtown areas of Apalachin, Barton, Berkshire, Richford, and Tioga Center.  

 All projects must be completed no later than December 31, 2006.

 Here is how it works:
 1. Applicant completes the attached one-page application. Applications will be reviewed and approved on a first come first serve basis. The paint color and number of gallons/cost of paint needed for project must be determined. The paint must be purchased from a Tioga County business. There is a 20 gallon maximum allowed for each property location. 

 2. As part of the application, a copy of the deed / proof of ownership must be provided and before and after photos of the building project must be provided. 
 * TCLDC Paint Program approval will be made contingent upon written approval for color changes by the Owego Historic Preservation Commission (OHPC) if the commercial property is located within the Village of Owego's designated historic district. Paint colors should be from a "historic color" selection, and should complement the age and style of the structure. OHPC applications and Design Guidelines can be obtained at the Village of Owego office located at 178 Main Street, Owego, NY, (607) 687-3555.

 3. Once the application review is complete, paint needs are verified, photos have been taken and the application has been approved by TCLDC, the applicant may purchase the paint and begin work on the project as outlined in the request. 

 4. Upon verification of a completed project, certification of actual amount of paint used, proof of paid invoices for the purchase of the paint, and photos of the completed project are provided, reimbursement will be made by the TCLDC to the property owner/applicant. Paint provider name and address must be evident on the paid receipt.
