Richard C. Fink, 69, of Owego, died October 15, 2005 at his home surrounded by his loving family. 

 He is survived by his wife of 47 years, Barbara; one son, Richard Todd Fink; three daughters, Jacquelyn and Andy Dimock, Kimberly and Steven Ward, Shelly Weiland and her significant other, June Holcomb; five grandchildren, Christopher, Elizabeth and Eric Dimock, and Ashley and Jessica Ward, and their faithful companion, Taylor. 

 Richard was a life member of the Owego Fire Department, Susquehanna Hose Co. #1, and served as Fire Chief many times over the years since he joined in 1955. The Owego Fire Department honored him with numerous appreciation awards, including the Fireman of the Year and the Lifetime Achievement Award in 2002. He was a life member of the Owego Fire Department Emergency Squad and was a former Squad Captain. Serving as a member of the Owego Police Department for 23 years, he finished his career as Owego Chief of Police. Richard was honored in 1970 as a New York State Policeman of the Year, presented by Governor Nelson D. Rockefeller. Richard was involved in many community organizations including  the Owego Elks, Tioga County Boys and Girls Club, the Tioga County Fair Board, Police Benevolent Association/Christmas League, and Tioga County Fire Training Facility Committee. He also served in many official positions with a number of County and State Fire Department and Police Associations, including the NYS Fire Chiefs Association and Police Benevolent Association, Tioga County Fire Fighters and Central N.Y. Fireman's Association. Over the years, Richard established several family owned businesses.

 Funeral services were held at Estey & Munroe Funeral Home with the Rev. George Truesdail, officiating. Interment was in Evergreen Cemetery, Owego. Contributions may be made in Richard's memory to the Owego Fire Department Training Tower, 178 Main St., Owego, N.Y. 13827.
