The Tioga County Council on the Arts needs volunteers for clerical work, event staff, security, student projects.  Specific needs include the Hickory Smoked Music Festival, En Plein Air, and the Gallery. To volunteer, contact the TCCA at 687-0785 or stop by their office at 179 Front Street in Owego.
