John Crosby Named Tioga County Outstanding Citizen John Crosby is the 2005 recipient of the Tioga County Outstanding Citizen Award presented by the Baden-Powell Council, Boy Scouts of America. This award will be presented at the Outstanding Citizen Breakfast on Wednesday, June 15, at 7:30 am at the Owego Treadway Inn. All proceeds from the breakfast will benefit the Boy Scout program in our area. The purpose of this award is to honor an individual who has distinguished him or herself in their profession, community, and personal life; to recognize that person as a role model within the community and as someone who exemplifies the values of citizenship, caring for others, and integrity. The person need not be a member of the Scouting community. The goals of the event are: to recognize and honor individual achievement; to foster goodwill of Scouting in the community; to help finance the local Scouting program in Tioga County. Past honorees include: Dave Rogers; Ron Dougherty; Gary Root; Marvin Fisher II; Glen Carter; Marilyn Ochs; Roger Fritz; and Tom Milligan. John is a 35-year member of the Apalachin Lions Club, past president, current member of the board of directors, and recently received the Robert J. Uplinger Lions Club Award for distinguished community service. He has been the head coach of the Special Olympics training club that the Lions have sponsored for the past 22 years. He has been the Area Coordinator of Special Olympics for Broome and Tioga Counties since 1992 and has twice been selected by Special Olympics New York as their Area Coordinator of the year. John has been the event director for Broome Tioga's Special Olympics Spring Games, a large annual track and field meet, since 1987. He is the chairman of the Mental Retardation and Developmental Disabilities subcommittee of the Tioga County Community Services Board and has twice been honored as their volunteer of the year. John is also an associate director of the Franziska Racker centers, where he has served as chair of their strategic planning committee and currently serves on the operations committee. John has been on the Owego Apalachin School Board for the past three years where he chairs the building committee, the policy committee, and represents the district on the BOCES wide consolidation study committee. Prior to his election the school board he served as chairman of the Citizens Advisory Committee on the new middle school. John retired as Director of Quality after a 36-year career with IBM, Loral, and Lockheed Martin in Owego. He lives in Owego with his wife, Gae. His hobbies include tennis, reading, and walking his dogs. John and his wife have three children and four grandchildren.
