County Watch
At the March public meeting of the Tioga County Legislature, I pointed out that the Strategic Plan which they were about to adopt said nothing about the citizens' clearly expressed need for tax relief. At that time, John Byrne, the county manager, offered to compose a cover letter for that document, explaining the legislature's position. The plan was adopted unanimously. In his letter, signed by chairman Borko, Mr. Byrne says, "The plan is intended to be a road map for county, municipal, and community leaders providing a countywide context for decision-making." I take this to mean that the county expects to take the leading role in all public matters. According to Mr. Byrne, the legislature does promise to "help stabilize local taxes through tax base growth. However, successful implementation will require the continued input of our citizens, public-private partnerships, and extensive coordination and cooperation."
