North Avenue Facelift For those who live in the neighborhood of North Avenue in Owego and for those who drive through the area, the red painted Railroad Underpass railings offer a welcome change of scene. We all owe a big "thank you" to community volunteers, led by Owego Rotary, who have been scraping and painting since August. Although the paint and supplies were purchased with funds from the Appalachian Regional Commission (ARC), there is no way the village could have afforded this project without more than 370 hours of volunteer labor. We could still use more volunteers to help get the top coat on before the weather stops us. If you are interested in volunteering, please call Judy Kip, Rotary President, at 687-0993. Landscape Architects, Trowbridge and Wolf (hired with ARC grant money), have completed Design Guidelines and Streetscape Improvements for North Avenue. These will guide the work on North Avenue in 2005 which will be paid for by the village with funds from a New York State Department of Transportation grant, TEA-21. In 2005, work will begin to improve the damaged sidewalks, plant trees, and put in new historic type lighting along North Avenue. Volunteers will once again be involved in painting, this time offering their labor to business and building owners who want to make improvements and are willing to buy paint using guideline suggestions.
