Happel Receives Award

On September 21, 2004, in Lake Placid, the New York Planning Federation awarded Larry W. Happel the David Allee Award for Outstanding Zoning Board Chair.

 Happel was honored by the Planning Federation for his exemplary service on the Town of Owego Zoning Board of Appeals from May 1981 until April 2004, and as Chair of the board from June 1993 until April 2004.

 Happel was recognized for his fair treatment of both applicants and interested parties who appeared before the board. He was very knowledgeable of the Town of Owego Code as well as New York State rules and regulations. During his tenure on the Zoning Board of Appeals, there were 1,022 hearings held by the board; 937 of these were when he served as chairman.
 The New York Planning Federation is a non-profit members
hip organization established in 1937. The mission of the Federation is to promote sound planning and zoning practices throughout New York State. Current membership stands at nearly 10,000 individuals.
