TASAP Provides Easy Access to Long-Term Care
The fundamental goal of TASAP is to insure, when appropriate, community services are utilized as a viable alternative to institutionalized placement. By providing a safe environment, the quality of life improves for the consumer, at the same time promoting independence. In addition, the cost for health care will be minimized when community based care is utilized rather than institutionalized care. TASAP is a coordinated effort of the Tioga County Department of Social Services, Tioga County Health Department, and Department of Aging Services. Since its inception, the agency has provided information and services to thousands of Tioga County residents and professionals. TASAP is comprised of a number of different programs. Through their Personal Care Programs, free assessments and case management are offered to those in need of home care assistance. TASAP administers the Expanded In-Home Services for the Elderly Program (EISEP) for the Department of Aging, serving those not eligible for Medicaid, but needing financial and case management assistance with their home care. Medicaid eligible clients may also receive personal care and housekeeping services as needed. In conjunction with the Health Department, TASAP offers case management for the Long Term Home Health Care Program (LTHHCP), better known as the "Nursing Home Without Walls." Also part of TASAP is the Protective Services for Adults Program (PSA). A Department of Social Services program, PSA provides investigation and caseworker services to impaired adults over age 18 facing abuse and/or neglect from themselves or others. Also with PSA is the Family Type Homes for Adults (FTHA) program. Certified homes provide living for adults who are unable to live on their own. To promote a family atmosphere, each home is limited to four residents. TASAP coordinates and monitors the program and the homes. Currently there are six homes of this type in Tioga County.
