Because of a situation created by a neighbor against me, I have proposed to the Owego Town Board that there be an amendment to the Town Code 125-52 concerning landscaping and grading.
The codes, as they were interpreted to me, only cover General Business, Highway Interchange, Industrial, and Planned Unit Development.
This leaves residential areas open to whatever a neighbor decides to do with his property.
For whatever his purpose or reasoning, this neighbor has heaped piles of dirt, stone, debris from a razed building, brush, and only he knows what else against my property line. This is in excess of five feet high or more in some areas with plans to continue more in the future.
This eyesore has been dumped without any grading or landscaping and no plans to do any. It is impossible to make it decent from my side.
I understand there have been other complaints similar to mine in the past and it is unfair that we have to live with these conditions within residential districts.
